The average annual growth rate of installed capacity has exceeded 300%. The implementation of the national new energy strategy and the formulation and release of relevant policies have consolidated institutional guarantees for the construction and promotion of distributed power generation, promoting significant development of distributed power generation, and presenting a trend of "multiple points, wide areas, and local high-density grid connection". In the past three years, the average annual growth rate of distributed power generation in China has exceeded 100%.
In 2017, the National Development and Reform Commission and the Energy Administration jointly issued multiple documents such as the "Notice on Conducting Pilot Marketization Transactions for Distributed Power Generation", officially launching the construction of pilot projects for market-oriented transactions for distributed power generation. The Hebei Provincial Government actively responded by issuing the "Notice on Conducting Pilot Marketization Transactions for Distributed Photovoltaic Power Generation", formulating detailed rules for the implementation of distributed power generation market transactions, and making detailed regulations on the scale and trading methods of power stations that can participate in the pilot market transactions. By coordinating factors such as access and consumption capacity, distributed photovoltaic power generation resources and sites are mainly selected in the southern region of Hebei, which can be consumed nearby while ensuring the profitability of market-oriented transactions in distributed photovoltaic power generation. It is expected that in the future pilot selection, priority will be given to areas with surplus consumption capacity.
As one of the "Top Ten Targeted Poverty Alleviation Projects" of the Poverty Alleviation Office of the State Council, photovoltaic poverty alleviation has realized the organic combination of poverty alleviation development, new energy utilization, energy conservation and emission reduction. The Guiding Opinions on the Implementation of the 13th Five Year Plan for Renewable Energy Development issued by the National Energy Administration put forward new construction indicators for photovoltaic. Most provinces, such as Shandong Province, Hebei Province, Shanxi Province, Inner Mongolia, etc., use all the new construction indicators for photovoltaic poverty alleviation projects.

The new mode will stimulate new momentum in distributed power generation. The flexibility of the power grid is the core of new energy consumption, and power auxiliary services are one of the means to improve the flexibility of the power grid. In November 2017, the National Energy Administration released the "Work Plan for Improving the Compensation (Market) Mechanism of Electric Power Auxiliary Services", proposing to achieve full coverage of electric power auxiliary service compensation projects, encourage energy storage equipment and demand side resources to participate in providing electric power auxiliary services, and allow third parties to participate in providing electric power auxiliary services. In the long run, auxiliary services will serve as a breakthrough point for large-scale energy storage to participate in grid regulation, and become a new driving force for the rapid development of new energy, energy storage and other industries.
